wherein the maximum allowable speed limits for freight and passenger trains
are assigned to each class. If a segment of track does not meet all the
conditional requirements for its intended class it is classified to the next
lowest class for which it does meet all the requirements. The FRA Track
Safety Standards "prescribes initial minimum safety requirements for railroad
track" and shall be used for safety inspections only. They are not to be used
for design purposes or as construction inspection criteria.
