2-2.1.3 Wind Loads. Wind loads used for the design of buildings and other structures
must be determined and applied in accordance with the IBC as modified by UFC 1-200-
01.
UFC 3-310-01 provides basic wind speeds used to determine the design wind loads at
specific locations to assist in the consistent interpretation of the information contained in
the IBC, and to facilitate the application of UFC 1-200-01 to Department of Defense
(DoD) Facilities at locations outside of the United States.
2-2.1.4 Earthquake Loads. Earthquake loads used for the design of buildings and
other structures must be determined and applied in accordance with the IBC as
modified by UFC 1-200-01.
UFC 3-310-01 provides the mapped spectral seismic accelerations for short period and
for a 1-second period; SS and S1; at specific locations to assist in consistent
interpretation of the information contained in the IBC, and to facilitate the application of
the UFC 1-200-01 to DOD installations outside of the United States.
2-2.1.5 Frost Penetration. Depths to the frost line are provided for specific locations
in UFC 3-310-01. The minimum depth of footings when not governed by frost
penetration requirements must be 300 mm (12 inches).

Earthquake Design Guidance. NAVFAC INSTRUCTION 11000.40 outlines
seismic safety requirements for Navy owned and leased buildings including situations
requiring evaluation and mitigation of unacceptable seismic risk in existing buildings.
UFC 1-200-01 is currently being updated and will modify Instruction 11000,40 by
canceling TI 809-04, Seismic Design for Buildings, and TI 809-05, Seismic Evaluation
and Rehabilitation for Buildings. The updated UFC 1-200-01 references IBC 2003 for
the seismic design requirements for new structures, ASCE/SEI 31-03 for the seismic
evaluation of existing buildings, and FEMA 356 for the seismic rehabilitation of existing
buildings. UFC 3-310-04, Seismic Design for Buildings, is currently under development
and when complete will provide additional guidance for seismic design. UFC 3-310-04
follows the requirements of the IBC with special procedures for unique military
occupancies and also contains a simplified design procedure for certain DOD facility
types in regions of relatively low seismicity. When completed UFC 3-310-04 must be
used for seismic design guidance for all buildings.
The earthquake design for structures other than buildings must be in accordance with
UFC 1-200-01, with the exception of piers and wharfs that must be designed according
to UFC 4-150-01.

Antiterrorism Design Guidance. UFC 4-010-01, DoD Minimum
Antiterrorism Standards for Buildings, provides minimum standards intended to
minimize the possibility of mass casualties resulting from a possible terrorist attack.
The standards in UFC 4-010-01 are minimum requirements. Where a geographic
Combatant Commander has identified unique requirements, a design basis threat is
identified beyond that required by minimum standards, or a level of protection is
