WHOLE ROOM CONCEPT.

Navy. The Bachelor Housing "Whole Room Concept" is an
approved method of procuring interior room furnishings for new, restored or
modernized Bachelor Housing. Procuring furnishings through the "Whole Room
Concept" is mandatory for new, restored or modernized Bachelor Housing and
authorized by NAVSUP Policy letter 97-30, dated 24 February 1997. This policy
letter includes a template justification for award to other than the lowest price
GSA vendor under the "Whole Room Concept." Furnishings included in the
"Whole Room Concept" include: beds, dressers, desks, chairs, draperies, and
window coverings, carpeting, wall coverings, and incidental artwork or
the "Whole Room Concept" furnishing package must be coordinated with the
architect developing the facility design to ensure a complete, coordinated and
attractive facility design.

Marine Corps. The Bachelor Housing "Whole Room Concept" is
an approved method of procuring interior room furnishings for new, restored or
modernized Bachelor Housing. Procuring furnishings thought the "Whole Room
concept" is mandatory for new, restored or modernized Bachelor Housing.
Coordination should be made with HQMC, Code LFS for funding and
procurement planning. Furnishings included in the "Whole Room Concept" are:
beds, dressers, desks, chairs, draperies and window coverings, carpeting, wall
coverings, and incidental artwork or decoration. For new, restoration or
modernization Bachelor Housing projects, the "Whole Room Concept"
furnishings package must be coordinated with the architect developing the facility
design to ensure a complete, coordinated and attractive facility design.
